Kind of a waste that they even exist, not sure why valve even bothers wasting the space and processing on such a useless feature. I think everyone should give themselves 100% achievements in all their games, it is utterly meaningless. You can take that to mean it is totally fine and even use the discussions they have, in their wisdom, left open as proof that steam allows it.

If steam had a problem with it as a third party software cheat they would close these discussions but they don't at all.
